Alliance membership in WEST: Western Regional Storage Trust
All members of the Orbis Cascade Alliance are members of WEST: Western Regional Storage Trust.
WEST policies and procedures
Please see the WEST site for detailed information about the program:
All participants in the Alliance DPR are "archive holders" in WEST. The Alliance DPR JSTOR archive is a WEST Silver Archive which is grandfathered in as Silver with the understanding that volume-level completeness checking was already done. WEST is not expecting that additional work will be done on these volumes except for disclosure of the metadata. Other parts of the Alliance DPR are considered WEST Bronze Archives.
Collection Development and Management Committee
CDMC oversees the Alliance DPR and our group membership in WEST. In this role, CDMC provides input, votes on behalf of the Alliance as a group, etc.
Center for Research Libraries
WEST membership includes participation in CRL's Print Archives and Preservation Registry (PAPR).
Direct vs. Consortium Membership in WEST
Medium, Large, and Very Large libraries (as defined by WEST) must be direct participants, but other Alliance members are covered through a consortium membership. Direct participants sign an MOU with and pay fees to the California Digital Library (CDL), the fiscal agent for WEST. The Alliance signs an MOU, collects fees, and pays CDL on behalf of those covered by the consortium membership. Direct participants each have a vote in WEST governance. The Alliance group also has one vote and thus is represented as one institution.
The Alliance collects WEST fees from most, but not all, member libraries (see chart below) as part of our annual budget process. CDL bills the Alliance in July for the current calendar year:
