Sharing Materials PoliciesThe following chart describes Summit Borrowing, on-site borrowing and Interlibrary Loan (ILL) policy decisions adopted by Council on Nov. 2, 2001 and amended April 3, 2003.Any member library may establish additional agreements as long as such agreements do not restrict privileges specified in this document. This agreement supersedes all former Reciprocal Borrowing and Orbis Borrowing agreements under the auspices of the Orbis Council. Unique circumstances not clearly addressed by this policy should be brought to Orbis Cascade Alliance Council, as they are encountered, for discussion and a decision. This agreement shall be reviewed every five years or at the initiation of one of the
1 Currently enrolled: To address temporary situations, length of term and end of school year, each institution may define “currently enrolled” as long as it does not exceed one year of non-enrolled or non-employed status. 2 Students: Community college borrowing privileges are limited to students enrolled in credit courses (professional, technical, or equivalent to courses offered by a four-year institution). 3 Faculty and staff: Each member determines whether students, staff, or faculty in special programs offered by or in affiliation with that institution merit privileges, but following programs or groups are excluded: community borrowers; corporate borrowers; Friends of the Library groups; and alumni association members. Selected individuals not automatically covered by adopted policy may receive privileges at the discretion of the Council member. 4 Special patrons: Each Council member may extend Summit Borrowing privileges, including on-site visiting patron, to special library supporters. Maximum 10 per institution. Policy 6 Returning Summit Borrowing: receiving library records the date and returns item in a courier bag with other Summit Borrowing materials for checkin when it reaches the Owning Site 7 Returning ILL and other: receiving library records the date and may return item in a courier bag with Summit Borrowing materials 8 On-site borrowers served by the library’s local circulation system and automated Visiting Patron may be subject to some Summit Borrowing policies (such as loan limit, recall) but member library loan periods. 9 Due - Recall: Recalled materials are due 7 days after notification or on original due date, whichever comes first 10 Charges for ILL: Policy regarding fees for ILL will be reviewed by Alliance Council. 11 Local fine policy: Alliance Council will reevaluate the policy by summer 2004 and modify as necessary. |
