Library Consortia in Oregon, Washington & Idaho
This site attempts to
provide an overview of selected library consortia active in Oregon, Washington
and Idaho, with an emphasis on those that include academic libraries.
The list below is alphabetical within three broad groupings: Library Consortia
in the Region, Statewide Consortia, and Broader Consortia with Members in the
Northwest.
I have taken a rather
loose definition of consortium to include formal organizations with well developed
governance models, loosely organized buying clubs, and organizations that
offer opportunities to share information but do not provide formal services.
In general, this site includes organizations that have institutions as members
and excludes professional organizations that have individuals as members (e.g.,
OLA, WLA).
I am certain that I
have forgotten important groups and that my description of others may leave

Adventist
Libraries Information Cooperative (ALICE)

The purpose of ALICE is to negotiate contracts with electronic
information vendors that will allow the member libraries to extend access to
electronic information resources to their respective clienteles in their library
buildings, across their campuses and to their extension students in the most
cost-effective way possible. It is the intent of the organization in the future to extend services both to other levels of Adventist education as well
as to institutions around the world.

Chemeketa Cooperative Regional Library Service (CCRLS)
The Chemeketa Cooperative Regional Library Service is a cooperative
effort of 17 member libraries in the Central Willamette Valley of Western Oregon.
CCRLS services include a shared catalog
and regional library card that can be used at any CCRLS library.

Coastal Resource Sharing Network (CRSN)
The Coastal Resource Sharing Network (CRSN) is a consortium of 14 public and academic libraries serving patrons in Tillamook and Lincoln counties in northwest Oregon. CRSN services include a shared catalog, a shared technology infrastructure, courier services, intralibrary loans, and implementation of system-wide cataloging standards. Consortium of Libraries in Olympia (CLIO)
Saint Martins, Evergreen, and Washington State Library group shares a III system which is run by Evergreen and they also support
reciprocal onsite borrowing.

Northwest Council of Libraries (INCOL)
Inland Northwest Council of Libraries (INCOL) is a consortium
of 24 academic and public libraries in Eastern Washington and Northern Idaho.

Library Information Network of Clackamas County (LINCC)
Library Information Network of Clackamas County (LINCC) is a county
department charged with the distribution of tax revenue to public libraries
in Clackamas County for the provision of coordinated public library service.
LINCC provides centralized services, including computer services, cataloging,
reference, interlibrary loan, courier, continuing education, and administrative
functions.

Northwest Association of Private Colleges and Universities: Libraries (NAPCU)
The Northwest Association
of Private Colleges and Universities: Libraries (NAPCU) is an organization of
the libraries of four-year, accredited, non-profit, private academic institutions.
NAPCU is composed of three parts: Oregon; western Washington (synonymous
with PSAIL); and Eastern Washington, Idaho, & Montana.
NAPCU has been active for more than 30 years and is "primarily a vehicle
for library cooperation, conversation, fellowship, and the sharing of information."
To this end, NAPCU members share statistical information and sponsor an annual
conference for library directors. Responsibilty for the conference rotates
among NAPCU divisions and members within each division.

Orbis Cascade Alliance
The Orbis Cascade Alliance is a consortium serving libraries in the Northwest U.S.. Services include
Summit, a union catalog and resource-sharing system, group purchasing of electronic resources, courier service, Northwest Digital Archives,
and conference hosting.

Oregon
Community College Library Association (OCCLA)

The purpose of the OCCLA is to promote and improve the instructional
support services of Oregon Community College libraries, learning resource centers,
media departments, and other departments with related educational goals.
The OCCLA is a venue for sharing information among Oregon Community College
library directors. Issues of particular interest include distance education
and resource sharing options among members and affiliates.

Oregon Educational Technology Consortium (OETC)
The Oregon Educational Technology Consortium (OETC) is an incorporated
not-for-profit membership organization that licenses software. OETC membership
is comprised of over 350 educational institutions, school districts and other
educational nonprofit organizations primarily in Oregon but increasingly throughout
the Pacific Northwest and beyond.

seven private colleges and universities in Oregon and Washington.

Oregon
University System Library Council

The OUS Library Council (formerly Inter-institutional Library
Council or ILC) is made up of the library directors of the seven OUS institutions,
Oregon Health Sciences University, and Central Oregon Community College. Activities
include an annual evaluation of OUS library collections, tracking the inflation
of library materials, and sponsorship Online Northwest.

Puget
Sound Academic Independent Libraries (PSAIL)

Puget Sound Academic Independent Libraries (PSAIL) is the western
Washington portion of NAPCU. In addition to sharing
information, PSAIL members extend free ILL and provide walk-in borrowing privileges.
Members are: Northwest University, Pacific Lutheran University,
Saint Martin's College, Seattle Pacific University, Seattle University, and
University of Puget Sound. In pronouncing the name of this consortium, the p
is silent and the acronym is pronounced "sail."

The Sage Library
System of Eastern Oregon is hosted by Eastern Oregon University and managed
in cooperation with the Sage User Council. Services include SageCat
a consortial catalog of 66 libraries in Eastern Oregon
Southern Oregon Library Information System (SOLIS)
SOLIS runs the Polaris catalog shared by libraries in Southern
Oregon: Jackson County, Josephine County, and Rogue Community College.

Washington County
Cooperative Library Services (WCCLS)
Washington County Cooperative Library Services (WCCLS) exists
as an agency of county government to coordinate, contract for and/or provide
a full range of library and information services.
Participants include public, academic, high school, and special libraries. WCCLS services
include the
WILInet catalog, countywide library cards, courier service, mail service, outreach,
children's programs, reference, and ILL.

Washington
Idaho Network (WIN)
The Washington Idaho Network was created in 2000 and is
comprised
of three existing and continuing consortia with more than 60 libraries in eastern
Washington and north and central Idaho.
Member libraries use the Endeavor automated library system. WINs hardware
and central site employees are located at the Foley Center, Gonzaga University
in Spokane, Washington

Library and Media Directors' Council (LMDC)

LMDC is comprised of the Library Directors or Deans from each
of Washington's publicly funded community and technical colleges. The purpose
of the Council is to coordinate efforts among the colleges and work collectively
on issues of system-wide concern.

Washington State Cooperative Library Project (WSCLP)
Washington State Cooperative Library Project (WSCLP) is a project
of the six public baccalaureate degree-granting institutions in Washington (CWU,
Evergreen, EWU,
UW, WSU,
and WWU). Also known as WCLP and CLP, project
activities include the group purchase of electronic resources. The Interinstitutional
Committee of Chief Librarians (ICCL) oversees WSCLP. ICCL is a subcommittee
of Interinstitutional Committee of Academic Officers (provosts of the six institutions).

Libraries Linking Idaho (LiLi) is a joint project of the Idaho
State Library and the Idaho library community. Services include database
licensing.

Oregon
Statewide Database Licensing Program (OSDLP)
The Oregon Statewide
Database Licensing Program (OSDLP) coordinates statewide contracts for a general
reference database and newspaper database. Projects are partially subsidized
with federal Library Services and Technology Act funds.

Washington
State Library, Statewide Database Licensing Project

WSLs Statewide Database Licensing Project serves as a clearinghouse
for information and participation. Efforts are guided by a Steering Committee
that represents the state's library community. Staff positions and selected
databases are subsidized with federal Library Services and Technology Act funds.
WSLs Statewide Database Licensing Project serves all libraries in Washington
and has a staff of 2 FTE.

Consortia with Members in the Northwest
Association of Research Libraries (ARL)
Association of Research Libraries (ARL) is a not-for-profit membership
organization comprising the leading research libraries in North America. Its
mission is to shape and influence forces affecting the future of research libraries
in the process of scholarly communication. ARL programs and services promote
equitable access to and effective use of recorded knowledge in support of teaching,
research, scholarship, and community service. The Association articulates
the concerns of research libraries and their institutions, forges coalitions,
influences information policy development, and supports innovation and improvements
in research library operations. ARL operates as a forum for the exchange of
ideas and as an agent for collective action. There are currently more
than 120 members. ARL Membership Meetings are held twice a year. Association
of Research Libraries (ARL) members in the Northwest are the University of Oregon,
University of Washington, and Washington State University.

Center for Research Libraries (CRL)

The Center for Research Libraries (CRL) is an international not-for-profit
consortium of colleges, universities and libraries that makes available scholarly
research resources to users everywhere. CRL is governed by the major research
libraries of North America and is funded by fees, grants and contributions.
Members in the Northwest include Oregon State University, Reed College University
of Oregon, University of Washington, and Washington State University.
